Stricter penalties for oil companies

Ken Medlock responds to the BP oil spill on the Baker Institute Energy Forum’s blog. In his post, he proposes an “offshore moratorium on companies … [to] be imposed when negligence is found to have been a cause in major accidents.” Medlock is the James A. Baker, III, and Susan G.
